Noir is a tale of assassins, in particular one named Mireille Bouquet, a contract killer who receives a message from a young girl with no memory about herself, but is an incredibly efficient killing machine. The story takes us on a pilgrimage to the pasts of both girls, which leads them to Paris, France, and someone is trying to stop them...
Two beautiful female assassins travel the world accepting assignments to kill various culprits, and at the same time, having deadly traps set against them by their own employer.
Noir is a show which defies the styles and genres it inherits. It is an anime, but it feels nothing like anime. It is inspired by Nikita and Leon, yet put a completely different twist and emerge with a completely creative plot which makes it a worthy show of the same theme, yet unique and praiseworthy on itself.

The premise of Noir can be summarized in the Noir poem, which is recited in the beginning of almost every episodes, and also written in all DVD cover and lots of promo materials. I can't put the original French poem here due to the script complaining about spelling. Google it or use wikipedia

Noir tells the story of two female assassins, Mireille Bouquet and Kirika Yuumura. The story takes place mainly in Paris, with occasional visits mostly to European locations, and sometimes even further. The producers did a great job in making the animation as close as possible to real-life. From weapons, the landscape of Paris, the style of background music, you can feel there is a strong effort on the part of production studio to make it as realistic as possible.

Similar to Nikita and Leon, Noir tells the story of the human side of assassins. Mireille, despite her seemingly cold, tough, and no-nonsense attitude, actually has a softer and human side, a side which she shows only to a handful of person. Kirika is the parallel of Jason Bourne, she awoke one day remember nothing about her selves, and discovered all mysterious things and incidents around her which confused her even more. The only two things she remembered are: the word Noir and the feeling that she has to contact someone named Mireille Bouquet. Their encounter revealed that there is more than meets the eye between them, and the gear is set in motion and the story begins to roll.

The two protagonists then decided to partner as an assassination team for hire, codenamed Noir. Slowly we see that Kirika, despite her seemingly fragile, shy, and innocent appearance, actually possesses far greater skills as an assassin than Mireille. Mireille however, shows her excellent skill as organizer and tactician. The two ladies complement each other in the team.

While the story start off with the 'assassination of the week' style show, as early as episode three there is already a hint that there is something darker behind which our two heroines aware of, but know nothing about. More and more clues about this dark background is revealed throughout the story, culminating in an ending which surpass viewers' expectation.

Noir's explorations on the human sides of the protagonists are well depicted and told in the story. Since the anime enjoys more screen time (about 8 hours in total, compare to 2 hour for Nikita and Leon), it spends a significant fraction of the screen time to stray off the main plot to explore the characters in depth but without abandoning the main plot.

The last two DVD volumes (the last 7 episodes) are particularly tense and jaw-dropping. You may be tempted to finish all the last 7 in a marathon, but I found out that I re-watch those last 7 like five times simply because they are so great.

Music is also a great part of Noir. The music director of Noir, Kajiura Yuki, certainly know how to create music with strong Europen flavor and which can convey the dark situation of Noir. Some of the more prominent track are "Canta Per Me" (Italian for "Sing for Me"), "Salva Nos", "Corsican Corridor", "Le Grand Retour", "Secret Game", "Chloe", "Melodie", "Lullaby", "Romance", and "Solitude by the Window". Canta Per Me and Salva Nos are particularly prominent, as they are the fight theme in Noir, and are played in almost every episode during tense or gunfight scenes.

If there is a negative part of Noir, it is the amount of flashback in the episodes. It is a kind of annoying, so please bear with it, since as the series progresses, you will see less and less of them, and become more and more captivated by the plot.

I personally wonder how MUCH MORE POPULAR Noir can be, were it not animation. Many people refuse to watch animation, based on the prejudice that animation is intended only for children. Noir is definitely NOT for children, it is dark, serious, and extremely violent.

Noir certainly deserve a chance to be remade into live-action series (not movies, well, maybe two movies like Kill Bill). And perhaps Luc Besson should be asked to direct the live-action version ? After sitting down to watch this after hearing relatively positive, I was quickly disillusioned with a friends advice. It begins in a trite amnesia plot, and while this can be used to kick start a mystery, it instead uses it as an excuse to re-use the same 'remember this one memory' footage an average of 1.5 times per episode. It relies heavily on tropes in order to force the plot forward, paring the killer with no memory of herself (Kirika), who for little reason, is a 15 year old, with an older french woman (Mireille) who has motive to kill her but instead randomly decides that partnering as an assassin (when she already is a well employed killer on her own) who she knows nothing about and suspects was involved in killing her family, is the better idea.

Character choices devolve as the french assassin demonstrates her utter in ability to be an assassin, compensated only that the guards of her targets are some how even worse by standing in the line of fire and being all around terrible shots (in the first episode alone, two ambushed her, firing four rounds each from a distance of under 50 Feet when she was stationary and distracted, and miss, and remain unmoving while she turns and returns fire). She blunders into traps without escape plans, and spends a huge amount of time talking with her partner about non-vital elements while actively trapped in a building with 20+ trained soldiers with SMG's attempting to kill her for about 5 minutes allowing them to locate and surround their spot in the building.

The first six episodes are almost all about random hits and fail to advance the central plot, and also mange to avoid developing either character or talking about them at all, and instead spend their almost entire run time on a fight which has no value to the plot and no stakes beyond the characters Lives (which is a false stake, because of course they don't kill a hero in the first 5 episodes), and develop bad guys who die at that episode, including one it seems to try and make you feel bad for, even after hitting his 15 year old daughter, reprimanding her for coming to visit him during a business trip AND forgetting it's her birthday.

It starts to move around episode 7 with a dumb plot about a group which trains new assassins for reasons. The dialog is poor, the action ranges from actively dull, with a few occasional cool bits, undercut by dumb moments (Kirika's combat is very often dynamic, interesting and cleaver, while her 'mentor' Mireille is so awful at her job, and wonders why these people keep trying to kill the assassin known as Noir (i.e her), without changing her name, investigating her clients or moving to a different region, or shift to safer tactics like sniping, like a highly paid, 'best in the world' assassin could easily do). That's about when I jumped ship and abandoned the anime forever.

It's a show I'd feel is only valid for insomnia watching or background noise, perhaps it if was on TV and nothing else, it might be worth sitting through. I'd never recommend a buy, and wouldn't bill it over most shows for the plot, the characters, nor the action.
